About the Opportunity

The Strategic Sourcing Manager will support our client's development of strategic sourcing vehicles to enhance IT acquisition processes.

Duties and Responsibilities:

    Developing a strategic sourcing initiative plan to improve enterprise-wide acquisition processes through standardization and automation where possible
  • Designing and developing a robust program management framework aligned with OCIO and NPO strategy.
  • Establishing a centralized repository for opportunity analysis assessments, facilitating data collection from government stakeholders to maintain accuracy, and routinely reporting on opportunities as well as ongoing strategic sourcing initiatives.
  • Creating standard processes and tools for assessing strategic sourcing opportunities.
  • Performing market research, conducting cost/benefit and net present value analyses, and assessing risk to facilitate go/no-go decisions on enterprise-wide IT acquisition initiatives.
  • Supporting the government with project management expertise throughout all phases of the acquisition lifecycle to enable the award and management of enterprise-wide IT acquisition initiatives.
  • Provide project planning, decision support and project management services to enable efficient and effective business decision making, including change and communication management.
  • Conduct research and analysis, and provide documentation to support.
  • Participate in and facilitate meetings with subject matter experts to conduct requirements gathering, documentation, and analysis.
  • Provide PMO support, portfolio management support, market research support, outreach and customer-centric project communications to meet customer needs and expectations.
  • Provide day-to-day support to assist managers to include, but not limited to: project execution, program and portfolio planning, contractual and financial planning, market research, continuous process improvement, investment planning and return on investment analysis, and presentations.
  • Support user-friendly, tailored, multi-level communications for varied audiences (stakeholders, customers, executives, industry, etc.).
Qualifications

Required and Desired Skills/Certifications:

  • 15 years project management experience.
  • PMP certification or equivalent is desired.

Min Citizenship Status Required: Must be a US Citizen.
